Building a Blockchain-Based Government Data Platform

Wenjing Zhao is a Senior Consultant and Blockchain Technology Lead at China Mobile Design Institute, a key subsidiary of China Mobile Group. With over a decade of experience in digital infrastructure, she has made significant contributions to the advancement of blockchain technology in government digital transformation. She holds a Master’s degree in Logistics Engineering from the University of Science and Technology Beijing (USTB), a top 30 university in China and among the QS Asia Top 100. Since joining China Mobile Design Institute in 2014, she has played a pivotal role in network planning and later shifted her focus to blockchain technology in 2019. Her transition reflects her vision to drive cutting-edge innovation in digital governance. As the chief architect of the Blockchain Private Network Integration Architecture Model, she leads the development of a pioneering solution that leverages blockchain for secure, trusted, and efficient government data sharing. Her work solves major challenges in data trust, cross-department collaboration, and governance efficiency. This solution has been successfully deployed in over ten provincial and municipal government projects across China, including key initiatives in Gansu, Hainan, Heilongjiang, Hunan, and the China-Singapore Cross-Border Data Corridor. These deployments have generated over ¥25 million in contract revenue and have been recognized as national blockchain pilot projects. Her technical expertise is demonstrated by three first-author patents, including one international PCT patent, and contributions to over ten additional patents. She has published two professional books, one selected as a national-level textbook in higher education for blockchain applications, reflecting her commitment to knowledge sharing and talent development in the industry. Additionally, she has authored multiple papers published in international conferences and technical journals. Her work stands at the forefront of blockchain integration for digital government services, empowering data to become a productive asset and foundational element in modern governance. Her leadership is instrumental in transforming blockchain from theoretical frameworks into practical, scalable, and trusted government infrastructure.
